660 ice cap

i have an icecap 660 and i have 4 vho's hooked up to it but two of my end caps are giving me trouble so iwas wondering if i can wire it so only three bulbs are hooked up cause when the one isnt properly hooked up it just flashes.

Yes, as long as you still have enough wire to do so. The configuration can always be changed, or you can replace the bad caps..
