Best Place to Buy IceCap E-Ballast For 250W DE?

I've heard so many people said that with 250w DE you can get more par, and some said The 150w 10,000K HQI DE lamps are probably the best buy on the market

My new project is 48x36x24(LxWxH) Yep! It's just 24Inch hight. and i think 250x4 Would be enough for SPS,Clams

So now I'm looking for the best place to buy IceCap 250 HQI For 250watts Double End Bulbs with lowest price

Actualy i've already got DLX 2MH & 4-55W EURO COMPACT FL - GERMAN PIN STYLE (400W 10,000K, Super-brite Hammertone Reflector, MH Magnetic Ballast, 2-IN-1 10K/03)
But for my tank as 24Inch Hight i think it's just too much.
I think it would be better for me to sell Hamilton and get the new 250wx4 10,000k HQI DE Lamps system instead of using Hamilton400wx2 on 24" Hight tank. I also need more advise for the bulb. for now i'm looking at AB,Ushio
