Biocube looks to be the sleekest all-in-one design since the reign of the Eclipse aquariums. With the introduction of the Berlin style marine aquariums, this still seems to be a little behind the times, using bioballs and wet/dry filtration techniques. Do these still stand up to their larger "w/sump" counterparts? Do you need to add a sump, modify it at all, or do anything special?

I'm thinking of getting a 29gal Biocube and raising some seahorses (dwarf, maybe?). Are these capable of sustaining delicate life?

IMO if you do regular water changes you will have no problems. I have been running a 14 gallon biocube for a year now with no problems at all. If you are very slack on the water changes you will probably have some issues. I would say go for it.
