Blue assessor and orchid dotty

Would these fish go togethe rin a 40gallon. So far I only have 17lbs of live rock.Should I wait until I have around 30-40 lbs before getting them?

You should wait to add them, and you should add the friedmani/orchid dottyback last as it will be the more aggressive of the two. The Blue Assessor will be much more shy and will need more hiding places to feel secure in your tank.
