Boosting Power on a 15 watt fixture...

Hey guys, so I was thinking about redoing my fuge lighting. I currently have my fuge next to my tank, and a 26 watt CF bulb in a utility fixture. This works great, but some of the light bounces around the room and reflects back into my display during the night.

I'd like to get it more focused so the display stays darker.

Anyway, I have an old fluorescent fixture that fits the fuge tank, but it takes a 15 watt 18" bulb (Currently has http://www.petguys.com/-030172214150.html in it.)

Is there an easy way to upgrade the ballast and bulb to put a higher wattage bulb in it? Lets say in the neighborhood of 30 watts? If I could somehow get some more power, this fixture stops light from spilling out all over the room....

Thanks, was thinking about this and figured you guys might have some good knowledge/ideas, or might be able to tell me if the project is not worth the effort...
