brown film on the top of my nano.

I have nano that the top is cover by a thin brown film here are some pics. I have a protein skimmer on it.

No flow on the top of the water so it is not pre skimming as needed. Get some water movement up there and cut the lights down for half the time over the next two or three weeks. Then slowly add the time back each day.
 
As everyone has mentioned, need more surface movement. Also, this appears to be an AIO (All in One) Nano, with the filtration in back. Is the water level in the back lower than in front? If not, it'll limit surface skimming. The level in the back chambers needs to be lower than the display level.
