I clearly recall that new crushed coral required a lot of rinsing before use. I now am planning to use the Carib Sea Sand Aruba shell in this new setup instead of crushed coral. Has anyone here used this substrate, and does it require rinsing before use ?
 
you mean this one:

Rinse until water coming out changes from milky to cloudy and place in aquarium then add water. It may be easier to place a flat object on the substrate to run water onto, (such as the empty substrate bag or a plate), to minimize churning the substrate.

FWIW, I have Caribsea Ooglite Sugar size sand that I rinsed before putting in my tank...The only side effect of not rinsing is a longer period of a calcium cloud in the tank.
