Chiller Guru - Compressor starts, but fan does not always

I have an Aquanetics ADIC-2R chiller where the compressor always starts, but the fan does not. If you push the fan, usually it will eventually start. Any suggestions on who can repair, or repair recommendations would be appreciated.

Could either be a fan starting capacitor or the motor itself defective! Call the manufacturer!
