Converting a 3ft to a 4ft

I am going to convert my leaking :( 3ft aquarium into a 4x18x18 aquarium on the weekend. i have 1 x 120 liter container to fill and add all my LR and fish to, and through in a powerhead and heater (if needed). then i was going to use buckets to empty to remaining water left in the tank, and put the corals in them. Now the tricky part, the sand. i was thinking of leaving about 1 cm of water above the sand and empty sand into buckets, half full and fill the rest with water, to try and stop death of aerobic and anerobic bacteria, and also all the worms that live in it.

Does that sound like a good way to handle it?

And other suggestions.

Just from experince, try to get a extra bucket for the fish, and a airpump or skimmer to keep the water full of o2. When the fish get put in the same bucket as the live rock they are stressed already, and as the live rock comes back out, they tend to bash themselves on the rock and get hurt.
They sand way sounds fine, just put a powerhead or something in it to keep it full of o2 as well.
