Does anyone know what kind of nudibranch this is

and if it is reef safe?

It has a white stripe acrross its back and yellow horns. I tried to take as good of pictures as I could get. It is only about 1/4" long. I took it out just incase it was bad. Looks like on that doesn't eat zoas. I found it actually crawling on my seahorse. Do they eat seahorses?
