Does this sound like a bad ballast...?

I have an Advance m58 Fcan ballast that I used about a year and a half ago. I had it firing an Ushio 250W 10k bulb without any problems.

I recently setup a new tank and have an XM 10k loaded in it. It seems to be firing very yellow and not very bright in my opinion.

Could this be the ballast? I put my old Ushio bulb in and it also appears to be very yellow

The XM bulb was used on another setup for about 2 months so it should not be bad. Any thoughts? Wiring? Not properly grounded? altogether bad?

It doesnt sound like the ballast.. More like the Capacitor... I have had capacitors go bad after a while and It usually results in a dull yellow bulb... capacitors are rather cheap 10-20.00 depending where ou get them.. I got mine from Aquariumlight.com

Now That I remember If they are Advanced ballasts give Advance a call... They have a 3yr warranty on their ballasts and will replace the entire ballast capacitor and all without any issues..
