Funny Fish or Tank Issues?

Hoping someone here might have some answers as Google failed me. I have a 45 gal hex and it's only occupant is a dragon wrasse. Just recently he started going up and pressing himself against the overflow causing a tank full of bubbles.. then he'll go about and swim through the bubbles. A LONG time ago we had a niger trigger that would do the same thing.. But he's been gone for between 1-2 years now. Is this just my fish being funny or do you think there's a reason for his behavior? Maybe not enough oxygen in the water? Hoping to stir up food?

First of all, wow! A Dragon Wrasse inna 45g? You plan on upgrading to a much bigger tank right? Lol :)

Having said that does he have all that's required for keeping him? Deep sand bed, proper foods? Water parameters all good? Good flow?
