My luminarc reflector has a black, white, and green wire. The new Icecap ballast has a plug (pictured below).

Do I just lop off the plug and wire it up or what?

i recently bought the luminarcs too be careful not to have the wire to the mogul too long or the bulbs wont light up. you might have to cut off the plug and tie in the lumiarc wires....
you should see the same colors in there black, white, green or bare copper.
 
Yep- Wire it up. Solder/heatshrink is the best way to go about splicing the two together but wirenuts will work in a pinch. I worked commercial lighting maintenance for a few years and we only used wire nuts when connecting ballasts, but time was critical... get in get out!
