How do you drill bulkheads in acrylic?

This will be for my sump. Is this a DIY project or should I take it to someone who knows what they are doing?

Just use a hole saw.

Get the finnest tooth hole saw you can find! and take your time!
It's easy if you don't force it!!!

Any thing else to do? I've heard people freak out when doing this and I want to be sure I'm doing it right. No need to keep water flowing over the bit?

Acryllic tanks are pretty easy to drill, as stated above all you need is a hole saw. The challenge comes in drilling a glass tank.

One tip - do go slow as you can melt the acrylic and get the hole-saw stuck into the acrylic (and a real b*tch to get out w/o breaking the acrylic)... Don't hurry, and don't get the acrylic hot.
