For what it's worth, I just stumbled upon Icecaps old service manager. I asked him where we all should go to get our ballasts repaired. He stated that he could do it but there may be some legal issues. Apparently someone is attempting to buy Icecaps assets and re-start up. He said he's willing to repair some but it may have to be some type of horse trading instead of a cash transaction. For some reason he's worried about a lawsuit if he starts repairing these. I do have his contact info, so if you have any questions I can get a hold of him. I hope this may help someone.
