New to reefing, have a question

So my mixed reef tank has been up and running for about 2 weeks now. It is a complete diy system, from the hood, stand, plumbing, and sump. It is all stuff I did. The questions I have is that I am using vinyl tubing in my system for return lines, and the small 4 inch line into my manifold. It is getting gunk build up on the inside of it, and when I turn my pump off, than back on some it comes loose and leaves a lot of white floating particles inside my tank. It literally looks like it has snowed. I don't know what is causing it, is it bad? Something fixable? Will black vinyl fix it?
any suggestions would be awesome, and I will try and get pictures posted also!

From the pics it's hard for me to see what you mean. Looks good and clean to me. Being only 2 weeks old you will probably experience a diatom bloom...it will go away pretty much on it's own but a few snails and hermits will help.
