No bubbles in skimmer...

I have a used Precision Marine Bullet 1 with a new Mag 18 pump on a 75-gallon octopus tank. The skimmer is running outside the 10-gallon sump (can't fit anything larger under the stand). I use only RO/DI water and my parameters are pH 8.2, Nitrite 0, Ammonia 0, and Nitrate 40. Other than at start-up after cleaning or after topping-off the water, the skimmer will only produce about one-half-inch of foam. The inside where the few bubbles are quickly produces a thick build-up of green gunk which I have to keep cleaning-out. Nothing else is clogged and there is no build-up of calcium. Has anyone ever had this problem and what did you do to correct it? Any advise from anyone is greatly appreciated.:confused::?::mad:
