I know what water we control... I'm asking if this counts for the rest of the world that plays by the rules or just us. Does it grow in any other water?

There has been no legal collection of stony corals from any Caribbean or Eastern Atlantic waters for decades. This action just expands the protection to cover pollution, boat anchors, etc. Like the title says, "NEW FEDERAL RULE PROVIDES GREATER PROTECTION FROM HUMAN THREATS TO TWO SPECIES OF CORAL".
These are the two corals covered in the expanded protection (Acropora
palmata) and staghorn (A. cervicornis) corals as threatened under the
ESA (71 FR 26852).
