I do not know anything about skimmers or how to set them up any advise?

What is it that you need to know? IIRC the skimmer you listed should be pretty plug and play.

^ +1, these skimmers are REALLY easy to set up. What are you having problems with?

How high on the collection cup do I let the bubbles come up?

What you want to do is have 8-10" of water in your sump. Put the skimmer in, plug it in and that's the level you need to be at. It will do all the rest itself.

What is the ajustment pipe for?I have it in 9 inches of water.

The pipe controls how wet or dry you want to skim. The closer to the"closed" tag the dryer the skim. I would run it fully open for the first week to let it break in. Then "tune" it by turning the tube a little at a time towards the "closed" until you reach the type of skim you want.
