penguin 660 submersible?

So I was wondering if anyone knows whether the Penguin 660 is submersible or not. I've had one since I got the tank but never got around to putting it in. I went to do it today and realized that the head is barely in the water unless I dunk it under completely... I don't know if it's SUPPOSED to be barely in the water or if I put it together wrong, etc. I just thought I'd ask before I go off and fry my poor tank.

Going back to my fresh water days when I cared for Arrowannas. I beleive those just hangs on the back of your tank def. not submersible. I think you are missing something. If you are i have a 660 you can have for parts.
