O.k. So I have had my orange/red angler for over a year..... I just moved him from a 10G to a 30G and got another Angler.....
So now there are two, and they have found one another......and the new one, will do the clown twitch........then they will go about there ways....
Experts speak, I'm wondering if they will become a "pair" or it's just a dominance thing....
 
You didn't mention their size. They usually get to be about 7" in size in captivity. Unless what you have is each under 2" the larger tank (30 gallons) would be the right size tank for now. At 2" they are not mature enough for mating.

If they are now 3" each in size, then they are displaying territorial behavior. They need more space.

I would suggest you start thinking about getting them into a 75 gallon aquarium so they can grow into it properly.
