I have a iwaki 55, my tank had a little flood. After adding water my pump never pumped the amount that it should again. I turned it off and after days turned it back on. And kept doing this over and over. Some times I did it after a min of being off, over and over.
 
It sounds like maybe you have a priming issue. There may be an air bubble caught in the pump itself or in the feed line to the pump. These can sometimes be a bear to get out. If its not that then either a blockage or a pin hole in the line somewhere? Have you taken the pump out and inspected/cleaned it?

I would get these with either of my 2 sump pumps if I drained all the water from my sump during a water change.
My fix was to turn on the pump, (with the sump back to normal water level) using my hand to force water through the bulkhead on the sump and into the pump.
A couple attempts at this usually cleared the air log jamp.
 
Ok thank you. And the reason I was turning off and on was I had a air log in one if my other pumps. And that cleared it.
