I was wondering if i was to use a 150w ballast for a 250w hqi bulb, would it still run the bulb, but at a lower wattage? Or should i just match the wattages? Would there be any ill effect to a smaller ballast?

It's only money, RIGHT?
I beleive it wouldn't fire off.And if it did you may put to much load on the ballast and burn it out really fast. And if it's a double ended bulb they are a different size in length and the holders are different.

I already have a 250w bulb. Its in the fixture. I was just curious how the ballast would react trying to fire a bulb 100w bigger than it is.
