Here is the question. When i change the carbon and the filters for my tank i rinse them off with tap water in the sink. I was wanting to know if that would cause the green hair alge to grow on my hob filter where the water goes into my tank??? I dont have it anywhere else in my tank. Or should i use ro water
 
After you wash in the sink anything I always rinse with RO/DI but carbon I only rinse with RO/DI because tap will just start using it up, wasting it!
 
excess nutrients, underskimming, detritus buildup,nitrates, phosphates etc would more likely be the cause. I would seeing that it is in a small area shut down that part of the filter for a short duration and remove any and all of the hair algae before it spreads. If you have alot of coraline in the rest of the tank it is probably why you arent seeing it else where. it is more than likely being out competed for the food source.
