refugium/sump set up ?

i have this refugium/sump 15 gal, that i wat to set up and move my skimmer down to it, my ? is i chang abnout 15 gal every other week, if i get this up and running, do i still do a 15 gal change? or to i need to do more because of the sump/ fuge....

How big is your tank? 10% weekly of your total water volume is a good rule of thumb.

around 45gal or so..

15 gallons is a big water change on a tank of that size. I agree that 10 percent is a good number to start with and then c keep an eye on your nutrient levels and do more if needed.
