when mixing salt water, will the SG go up as salt dissolves? just wondering what to expect, I'll know shortly, by testing repeatedly until water clears.

short answer, yes.

My saltwater is mixed in a vat. I usually give it 24-48 hrs mixing so that the water can be well oxgyenated before I do a water change.

A qualified yes. Let it settle down and clear up before you test. A lesson that I learned the hard way is to test the water after it is clear and right before you add it to the tank.
I add the salt per the directions but stop a half cup or so short. after it mixes completly I test and bump it to the sweet spot. If you have an atc refractometer, make sure you leave the water sample on the refract. long enough for it to match temperature, it can change readings quite a bit.
