yup. if you rig it right, it'll work. i'd rather buy an in-sump skimmer though. they work better.

Yes it can. If you place the pump where the water is dropping from the tank above, the skimmer will be slightly more efficient.

Note: If the water level is not high enough in the sump to cover the pump just buy a longer hose and lower the pump to a couple inches below the minimum water level. Be sure to consider evaporation as the sump will be where the water level will fluctuate.
