Is the website down I just tried to go to it and can't?

ThePSAS.org wasn't "down", but Qwest decided to change the IP address about 5 times yesterday. When Qwest does that, it sometimes takes the IP Updater about 5 minutes to get the Internet updated with our new IP.

So, if you ever try to log on and can't, just keep trying and you should (within 5 minutes) be back on.
