So I noticed if I forget to turn off my lights, when I come home from work or wake up, there is almost neon bright green spots on some of the rock and sand ill get pics in the morning but just wondering what this stuff is
 
Neon green spots on the rocks sound like the beginning of coraline algae. Your type of lighting will determine the color of the coraline (ie purple, pink ect), but it is hard to say if infact that is what it is without a picture. :)
 
Photobucket has an app for smartphones and they also allow pics to be sent like picture messages....go to photobucket and check it out

Ok so now that the Photobucket fiasco is done and over what is the spot and is it good or bad?
 
Again...agreed. I would go pick up "chemiclean" and follow directions EXACTLY. How big is it?
 
I'd agree that it looks like cyno bacteria, but green. When I had it in my tank, it was red. How old is the setup because the tank may be going through the cycling process. If it is an established aquarium can post your water parameters (ie nitrate level, ammonia etc). :)
