What makes a thread show up in the "Whats New" section?

I'm looking for the latest posts on this forum, so i click on "whats new" does this just list the most recent posts in threads? Is this not the section that has the most recent posts in it? How do i get a thread to show up in the "whats new" section? just trying to get the hang of this forum. Do mods first read the latest posts before they go in the "whats new" section?

Everyone's "What's New" will look different. What's New shows any New Posts, since YOU last clicked the What's New. Your own new posts will NOT show up, because they aren't New to You.

To add to Sids post, if you want to see a list of all of the newest posts just click on the home tab and it will be displayed there on the homepage. It updates everytime you refresh it if a new post was made.
