what size heater

i have a 70 gallon oceanic reef ready tank with a sump that probably has 5 gallons or so in it and i want to place the heater in the sump now when buying a heater do i buy a heater rated for 70 gal or 75 gal?
 
I would find a good 300 watt titanium heater. make sure it has a good controller on it...

I prefer having two heaters, and using an aquarium controller instead of the provided (or additional) heather controller. They seem to be more reliable.
 
Two heaters are always a good idea in my book. Back up of critical systems gives me peace of mind. When it does fail, you won't be panicking. Titanium makes more sense than glass as they are more durable. The included thermostats are usually plenty okay but if you do have a controller that is a sweet luxury.
