Will cope pods grow

I don't have a fuge but i do have some LR in my sump where my return pump is. well the rock doesn't have a light on it so if its still considered live or not I am not sure. My tank is a 125 and i have a 40g sump divided into two sections and a mag 9 return pump.

Would cope pods do good in there?
 
live rock with or without light is still live rock because it refers to the bacteria and critters that live in the rock and not so much was growing on the rock.

Pods will pretty much live anywhere that doesn't have anything hunting them. They breed deep in the rock where fish cannot reach them so if you have a sump with lots of LR in it and a food source then you'll have pods. I see from your signature that you have 3 fish that eat pods though, the goby, six line and leopard wrasse all eat them so thats probably why you dont see many in the display tank. If you're trying to get something like a mandarin, you'll have to remove those, increase your LR in the sump, seed the tank with pod colonies and then let them get established.
 
I am not really trying to get anymore fish just want to get more things growing i supose.
 
I had the same problem with one of my tanks. I thought that if I didn't see them, then I didn't have any. I would wake up in the middle of the night on purpose, armed with a flashlight, to search them out. They are probably low in population or dont come out because the ones that do get eatten.

You probably dont have room in your sump, so you could take another tank, drill it, connect it to your current sump, and fill it up with LR pieces or make it a refugium.
