PH will be based on the media you use. Dont raise your CO2 too high or you will turn your media to mud. Proper testing between the reactor and the tank will be key. I would say the temp is too low. I run my tank right at 78 I think the light is just right for what you list.

I used an Aquabee 2001 as the recirc pump on my previous skimmer. It was external and did not over heat. Also they are low power consumption, small compact pumps.

I would recheck that PO4 That algae will hold on as long as there is fuel for the fire. Phosphates and nitrates, just like lawn fertilizer. In the mean time suck out ALL you can and keep on doing that until you can get that algae fuel out of there.
