    Either the skimmer needs to be readjusted, the airline is clogged, or the impeller is clogged, should be pretty easy to fix. I wouldn't worry about there being nothing to skim, unless there isn't any livestock in there.

    They should also be very sticky to the touch - put a couple of fingers in there and see if the tentacles stick to them - unless you're the type that has an allergic reaction to everything - it's not a good idea.

    If it's set up properly with a couple of failsafes, ie. float switches, solenoids, probes, check valves or controllers it's very easy and very safe. The horror stories that most hear about are from not having a good deal of redundancy built into the delivery system.

    Consider running a fluidized bed media reactor with some phosphate absorption resin - folks around here, including me, run them all the time. Rowaphos and Brightwell make a nice resin that won't leach any phosphates back into the water when exhausted.
