Would a LM Blenny get along with a pair of Black ray shrimp Gobies(and their sym shrimp of course)?

Depends on tank size and where the territory is, and of course the temperment of the fish. Some blennies are cool, and some can be mean. Just like people. I have always had good luck, but have heard of others having mean ones.
 
How big is the tank?

I had a LMB that recently died from old age, but he was my favorite fish in that tank. He was in with 8 diffferent species of gobies and never bothered them. Again, there are always exceptions.

The one main species to worry about is wrasses, especially Thalassoma sp. They will rip blennies to pieces just for the heck of it. Food competition being what it is and all.

The heck of it you say. LOL That was a funny mental image. A wrasse just cruising along, and just going awwww what the heck. LOL
