Converting in-sump skimmer to external

Okay, so I'm not sure what all the parts do. The foam riser (right hand side) is for what? Is that where the water exits and the foam topper-thing is used to eliminate extra bubbles?
And the intake is just the pump's intake, correct? The pump forces the water and bubbles into the skimmer (this must be a aspirating impeller skimmer, right?). The water exits up the foam riser because of the pump's pressure? So, by installing a gate valve on the riser, I should be able to affect the height (amount of) water in the skimmer (if it's running external). Am I on the right track?
I'm thinking out loud here, just need some advice, thnx. Anybody know of a good resource page about how external skimmers work?

my only question is, how handy are you with tools?

you could do it with rubber uniseals but it might leak, you would really want glued pvc w/ unions if you want no leaks.
 
Your pump would have to be in the sump and then extend the pvc from the pump to the skimmer. Does your sump have a bulk head for the pvc to pass thru the wall of the sump?
