Crazy Bubbles after a water change

I have a 4 month old 29 gallon tank. DSB, 30 lbs live rock, hang on the back CPR refugium, Bak Pak R2 skimmer. I get a few bubbles normally from the skimmer but after I do my weekly water change I get a snowstorm of bubbles. Is that normal? I wonder if its the extra detrus stirred up that causes it? I use Oceanic salt.
The bubble storm lasts about an hour or 2 then all is well. I don't have any fish yet and I am not going to get any till I can stop the blizzard of bubbles.
 
Another possibility is are you using a dechlornator? Some of them cause the skimmers to go crazy. Like stress coat is notorius. Steve
