its like the thing you can put into a cup to heat water fast for coffee or hot chocolate, could you do something like that on a larger scale, without running the water into and out of a chiller...
 
One way or another you have to determine your heat exchanger.... and what you are referring to is basically a chiller, with the addition of a temperature controller. :)
 
Chilling water takes a lot more energy than heating water. The heating element that you drop in a cup of coffee is able to instantly heat the cup, because it's only 6-8 ounces of water. Similarly, they have larger "heating elements" that drop into livestock water troughs and heat the water, to keep it from freezing in the winter. As for the chilling aspect, they do have "drop in" chillers. You're still looking at a chiller and the cost of running one.
