I did not have a cold water tank in mind with this application, however I will eventually get into a local species tank (puget sound)
It has interested me for some time now..

I made a simple one out of an old dehumidifier that i bought from the wantads for $25, a thermostat from Grainger, and a titanium tube from mcmastercarr. All I did was slowly twist the condensor upside down into the drip well and fill it will fresh RO water and a little BIO antifreeze and ran a small Mag 2 to pump the water throught the titanium tube which is bent like a hanging U in the overflow. I tweaked the thermostat so that it would cool just enough. It worked great and chilled fast.
 
Just replying to Primewish that my cheap dehumidifier soultion did work well and more efficiently as compared to the 1/4 hp Chiller I bought used.
