When that state with overflow exactly what are they reffering too?

I assume the aquatop is a cover with lighting?

There really is no great detail in description.

looks like a quality tank, overflow is the prefilter that siphons the water from your tank down to the sump or fuge.

My question should have been which system has the better lighting and can either system house high end corals, anemones etc and what is the big difference between the two systems?

go with the first one, it has twice the amount of lighting as the second, you could grow anything under 18 cree led's. good luck with your future tank.
