We have a 46 with a pygmy cherub angel, and he's very happy. In that tank we also have a diamond sifter goby, a lawnmower blenny and a clown goby, and a mandarin dragonet. Oh and a cleaner shrimp. Before we went reef, we had a clown pair and three chromis on there. They do very well in there too and like to stay in a school, which is cute to watch. The thing with the angels is that they become carnivorous as they age, so in a reef tank, they can attack corals and clams at some point. In a fowlr setup that shouldn't be a problem.
I spent a lot of time agonizing over the fish choice for our tanks. I'd recommend going to some of the websites, liveaquaria.com, bluezooaquatics.com, freshmarine.com, reefhotspot.com; and just browse! You'll start to get a good idea of the kinds of things available, their needed tank size, their nutritional needs, etc. You'll find some really neat things out there!! And a LOT that need bigger tanks than our 45's!! : (
