HELP!!! Tank wiped out 15gl Fowlr tank

I would say that probably because he is just learning. Nothing to be ashamed about. Learning process can be complex, and many of us I think tend to forget how little we knew at one time.
It can take some time to know what questions need asking before tasking, and sometimes errors happen even though intent to circumnavigate a process is not there.
While I can only remember a few of the missteps I took decades ago when I switched to salt, I'd bet there were at least 10 times as many that I don't remember.
Also, he may have been given misinformation from an LFS or even another hobbyist.
My concerns right now would be for the shrimp during the hypo treatment. Proper hypo treatment of sufficiently lowered pH would seriously put the inverts at risk I would think.
I have always done hypo treatments in a hospital tank myself, and not a display tank, just because of the corals and inverts that would be negatively affected.
Indeed, he may be doing so because he did buy a tank in order to "Q"
VP, can you change the filtration etc. over to the 20g tank and use the 15g for the hospital/q-tank? That would at least get you moving to larger volume when you are ready to proceed ahead. (but no more fish until you have solved your problems, and then no more if sufficient have survived for the size tank you will use.)

I was actually informed by a fellow hobbyist that its fine to add fish in hyposalinity stage but acclimation of fish needs to be longer about 2-3hrs(dripping method). Regarding the shrimp, it's confirmed that they has been eaten by my Pajama Cardinal (I found some flesh and skin floating).

My current stockings are 3 pajama Cardinal and a Hermit crab I am also planning to add a molly as CUC for now. (should I do it?)

BTW, I brought a overhead filter for the 20g should I use it in my 15g? the 20g tank is just a cheap looking tank so I still prefer the 15g as my DT

Personally I don't believe ANY additions should be made until you are positive the problem has been fully solved, and then some.
In your case, adding more than those 3 fish you have already will be overloading your 15g tank so I definitely wouldn't be adding the molly.
Your hermit probably won't survive hypo so I hope you are doing hypo with the fish in the Q-tank not the display with the crab.
I don't know what an overhead filter is, and, not knowing what filter you are using in the 15g tank, I can't recommend one way or the other.
Just by personal choice, I don't use filters other than quick filters on Hagen power heads and I clean them out every 2-3 days to remove the crap trapped before it can decay to decrease water quality.
I don't use filters in my hospital tanks as I'm changing the water quite often, especially if I'm medicating.

The Hermit has been there for less than 2 weeks now with Hyposalinity. But thanks for your input. I will keep you guys updated with how everything will goes. I just hope to be able to keep my fish for months before upgrading my tank :) thanks again.
 
You shrimp quite likely molted because of hypo, and its likely died because of it too.
Adding fish while treating is subjecting them to disease... and doing so when they are already overly stressed because they have been caught and bagged, and then dropped into a new environment. Long acclimation are generally almost always the wrong thing to do because of the ammonia that builds up, and the fact that the temperature in the acclimation vessel isn't maintained.
You also need to restart your clock on the hypo salinity now, with day 1 being the day you added the new fish.

Its been noted multiple times you need to research before just doing things. PLEASE actually try that.
