That is hard to say what is it doing or how is it acting ? Blues are not true Jellyfish but more like a Portuguese Man of War and are surface floaters
 
Mines the spotted lagoon jelly, it was sitting on the bitten with tentacles spread wide open and Bell was smaller and doing tight fast pulses not moving around.
 
Ah OK. This jelly needs strong light like corals as it is photosynthetic. When these get old they often sit on the botom and stop feeding a die.
 
The jellyfish are really cool, and the little "tongues" on their tentacles contain algae that photosynthesize for them, but it's a very small portion of their nutritional needs. I've heard of people having success feeding them a detritus food, new to marine keeping so I can't give you any brands, but I think you can find what I am talking about. I have seen them suctioned to the side of the tank as happy as a clam (or a jellyfish).
