So how does one tell how far to raise or lower lights on tank when it is band new with dry rock and sand in the bottom? Light is not dimmable and has no programing other than me going over and turning lights on and off.

Well, what type of fixture do you have. I think it will depend on if the bulbs are 1w or 3w LED's, and how many there are.
I would probably start the light out rather high, then after your system is set up and you are adding coral, slowly move it down to where it is sufficient for what you are keeping.

The light is one of these, but the colors are different. mine has blue, red, white, purple bulbs but they are 3w

You can raise/lower light fixtures to acclimate corals or you can use something like non-metalic window screen in layers and remove one piece at a time over days/weeks to do the same. I like this method as you can also use smaller pieces to acclimate individual corals down the line.

Cheers, Todd
