How far will a 9watt compact fluorescent light travel though saltwater??

i had dual 9s on a tank 14" tall, with the bulbs another 3-4 inches up for just plain jane freshie plants. didn't work so well. I've not ever seen any actual coral growth using dual 18w PC's on a 12" tall 2.5 gallon either.

personally i would not use anything smaller than those 36w pc's for coral growth, less it was on a miniscule <6" tank.
