Media Reactor Placement

Where is the best place to put a media reactor? I'm setting up a 90 gallon tank with a 20 gallon sump. I plan on having live rock, macro, and a skimmer, when I can afford one, in the sump. I plan on making a reactor similar to the "Two Little Fishies Phosban Reactor" that I will run mostly activated carbon in. Maybe some phosban as well. Should this reactor be placed after the skimmer and after the water has had some dwell time with the macro and live rock? Somewhere in the middle? Just as it enters the sump?

I have mine running off the return pump, I have a T with a gate valve on it.
