MH not firing

My MH start to come on and make a little rumble and then out. It keeps trying to fire but goes out. It has done this for a couple of weeks but always makes its way on. Does this sound like a faulty bulb or ballast? If it's the bulb (mind you this is a new light system) where is the best place in my neck of the woods to pick up another quick?

I have a bulb if you want test the ballast. And if you want to check your bulb you can use my ballast I'm in bonnet lake
