I am currently in the process of building a stand to hold my refugium under my display tank. the refugium will be completely enclosed under the stand. what can i use on the inside of the stand to keep the moisture out of the wood and still safe for the fish?

A coat of good latex primer, followed by two coats of good exterior Gloss latex paint.

Keep it simple and affordable

so gloss latex paint with built in primer would work? does it need to be gloss? or would semi gloss be ok?

Yes, built in primer is fine. Semi gloss is also fine. The gloss and semi gloss paints are much easier to wipe down and keep clean.

Unless you have a constant water leak, just use what ever stain, paint ect., that you want. You are going to get salt splash and creep inside the stand. I used outdoor decking screws and construction glue when I built mine. Standard screws and nails will rust and eventually weaken the it.
