The stuff you seemed uncertain about are green star polyps, more than likely. It could be encrusting gorgonian, but usually it isn't that color.

On the same rock as the stuff in question is a colony of green star polyps. this stuff has the same kind of base as polyps but has more of a pink tint to it, the stalk itself is pinkish and the tops are a light green with six branches.
