I'm not sure yet what that is more than likely a algae. It ain’t no bryo, they are animals and can not gow that fast. The fastest growing byro is the Bugula neritinia a Cheilostome bryo, which can grow as fast as 2 cm / day. They actually are called at times a "true weed" as it is so fouling. That pic lookks like a foot and only a plant can do that.There are many marine algaes that look like this but ID books do not give growth rates
